nt sure about sub dial cos kinda dark when I was there... somemore the lighting around the alley seems orangy...
didnt wanna ask mr ho bring out cos piaseh mah if I just look look with no intention of hooting.(he fixing a watch at that time)
but from the pic,sun register hands seems pale yellow in color

The watch could be lying there for ages, let it run in for a couple of days and keep track of the time keeping, the oil could be clogged somewhere.
