yes you can if its stuck at custom's parcel office there. no need the letter from singpost as long as u sure its stuck at custom(say need pay gst )..normally from the online tracking we will knw,cos I went there claim without the document before.



*edit..if stuck at speedpost depot,then dont knw riao.. but you can call the speedpost dosmestic office to enquire.

I ish tio few times like you 'Held by Customs/Control Agency'...only thing I can forsee is GST.. b4 u go down(say without letter),call them to reconfirm lor.. most likely is straight away can claim. cos nw I think the singpost letter on way to you,probably tml till weds then you receive it in mailbox,will be slower..



if online tracking info neber change by tml,then you can give singpost a call lor to confirm status..
