I believe it's a factory oversight. The short lug bars might be used at the bottom lug position where the crown was at the 6 o'clock position on the Crepas model, whereas the longer lug bars were on the top lug position. Since our Scorpionfish have the crown at 3 o'clock, the factory may have paired them in this manner.
Just my guess.
