seiko 6309 cannot screw down

if the seiko 6309 diver stem cant screw down, is it a big problem? anyone in singapore can solve the issue?

haven brought it yet. if big problem then i shall not touch it. :?

Change to another crown and try first.

Or it used to be able to screw down and now it can't?
