It may have some resemblance to the colour layout but design wise it's pretty different. Rolex/Tudor came out with the original monte carlo model in the early 70's which is an iconic vintage design.



Here's a comparison pic for reference, left one is the new heritage 2013 model and right is the original one :)





On the other hand, the Pan Europ itself is like a poor man's Heuer autavia which housed the very first auto chrono movement calibre 11 (arguably first, but then there's the El Primero and Seiko 6139 hahaha! all released in 1969 if I'm not wrong). Hamilton released this in 1971 having the unique left crown-right pushers configuration same as the autavias (same movement). The re-issue Pan Europ you've posted is a LE of 1971 pcs. and uses a modified valjoux 7753 hence all crown and pushers are found at the standard right side.

As for Okeah, I'm not familiar with russian pieces :mrgreen: maybe bro Roo7 can shed some light on who copied who in terms of design :D

Don't think that it's a copy IMO. Similar colors used but hey to each his/her own.
