In our local dialect, hoot as a few meaning, but well, in this context, hoot means purchase.



Examples:

Well... after the 2 examples/explanations given... hopefully you can "catch the ball".

If you can "catch the ball", that means you understand.

If you "catch no ball", that means you don't understand.



Anyway, the local "Singlish"(i think you might be able to find this word in the dictionary... hmm... OXFORD?) are often filled with local colors of local language and dialects. It can sound fun, it can sound offensive as well, when foreigners does not understand. And Singlish is just another simple approach for local folks, where some percentage of 'em are not english educated.
