I suspect it might have to do with the mailer's selection of mail.
So far when my mailer insured the parcel, I confirmed Kenna GST. If my mailer used the normal ones, I didn't Kenna.
And, last I check with the ica, is when the Amt is over $500.00, u Kenna GST.

actually all GST and money/good related stuffs are under Singapore Customs(post center Sgp Customs GST counter+parcel collection dept) not ICA... Custom boss is MOF....ICA is MHA
and its 400SGD then will tio GST,include postages hor..
